The Founder Institute partnered with the Golden Triangle Business Improvement District to launch a structured, recurring startup accelerator inside Penn West, Washington, DC's designated Equity and Innovation District, with funding support from DC's Office of the Deputy Mayor for Planning & Economic Development (DMPED).

Recruiting Serious Founders, Building Real Companies, and Anchoring a Regional Startup Community
Penn West is Washington, DC's designated Equity and Innovation District. In 2025, the Founder Institute joined forces with the Golden Triangle Business Improvement District and DC's Office of the Deputy Mayor for Planning & Economic Development (DMPED) to launch a structured and recurring startup accelerator. Running from October 2025 to January 2026 at WeWork on Rhode Island Avenue, the program selected 20 founders from 145 applicants and put them through 14 weeks of sprint-based curriculum, mentor office hours, milestone reviews, and community events, closing with a Demo Day that drew 120+ attendees and 17 live pitches.

The Challenge

Washington, DC has real advantages for founders: proximity to federal funding, a dense professional network, and a growing technology community. But those advantages had never translated into a structured home for early-stage companies.

For founders, this meant no structured way to make consistent progress week over week, no formal process to pressure-test ideas with experienced mentors, and no community anchoring them to a shared identity or location. Founders were dispersed across multiple neighborhoods and jurisdictions with little connecting them.

For DC's economic development stakeholders, the gap was equally clear. GT BID saw an opportunity to advance Penn West's vision as a hub for innovation and entrepreneurship by launching a new accelerator in the neighborhood, one built to run every year and grow stronger with each cohort. Leveraging the Founder Institute's existing programmatic infrastructure was the way to make it happen.

The Solution: A 14-Week Startup Accelerator

The Founder Institute and Golden Triangle BID designed a program built around accountability, honest mentorship, and in-person community.

    Sprint-Based Curriculum

    Founders submitted weekly deliverables through the FounderGen platform covering idea validation, business model, go-to-market, and pitch development, tracked by the Program Director from week one.

    Two Formal Milestone Reviews

    A Mentor Idea Review and an Investor Feedback Review served as structured checkpoints. Founders who showed gaps received Epic Sprint assignments. All but one completed them.

    40+ Mentor Network

    More than 40 mentors participated in-person and virtually. Founders booked 326 office hours across the cohort, an average of 15.5 sessions per person — and data showed a direct link between office hour usage and graduation outcomes.

    Six public events drew 467 combined attendees. A separate workshop series for founders only covered IP rights, federal funding, fundraising, data privacy, and startup growth, led by expert practitioners.

Five founders were recognized as Top 5 based on attendance, sprint completion, and mentor ratings. Allan Pedin of randao.net received a term sheet for $2M in funding while the program was still running.
  • Mentor and Community Engagement: 40+ mentors participated in person and virtually. Founders booked 326 total office hours, an average of 15.5 per person. Six community events drew 467 combined registered attendees. Demo Day on February 19, 2026 brought 120+ people to watch all 17 graduates pitch live.
  • Partnership Impact: The public-private model attracted 145 applicants for 20 spots and has already generated more than $50,000 in sponsorship commitments toward Penn West 2026.

Building on the 2025 cohort, the Founder Institute and Golden Triangle BID are committed to making Penn West a program that runs every year and grows stronger with each cohort.

  • Penn West 2026 is planned for Fall 2026, with more than $50,000 in sponsorship already secured. Future cohorts will refine recruitment, deepen the mentor network, and build on the accountability model that produced 17 investor-ready graduates in the first cycle.
  • Through the continued partnership between the Founder Institute, Golden Triangle BID, Penn West will expand its reach , support more founders, and establish DC as a city with a serious, recurring home for early-stage startups.
